Request for Expression of Interest (REOI)

National Individual Consultants

IDA Credit No. 73580-LA and 73590-LA. Project No. P178545 (SDC)

The Government of the Lao People’s Democratic Republic has received financing from the International Development Association (IDA) of the World Bank, co-financed by the Swiss Agency for Development and Cooperation (SDC), toward the cost of the Community Livelihoods Enhancement and Resilience (CLEAR) Project and intends to apply part of the funds to cover eligible payments for hiring national individual consultants.

The Community Livelihoods Enhancement and Resilience (CLEAR) Project now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information including Expression of Interest, CV and other supporting documents with description of similar assignment demonstrating that they have the required qualifications and relevant experience to perform the Services. The list of required national individual consultants as follows:

  1. Environmental Engineering Officer (Lao National only)

      The minimum qualifications and experience for candidate as follow:

  • At least a bachelor degree in engineering, with a specialization in environment management, agricultural infrastructure or irrigation;
  • A minimum 10 years of relevant technical experience, especially in managing/supervising community driven/labour-based projects in rural and remote areas;
  • Specific experience in at least two of the following three infrastructure domains: (i) slope stabilization/bioengineering, (ii) small-scale water supply and irrigation, (iii) climate-resilient farm infrastructure and drainage;
  • Ability to plan and assess the cost effectiveness of investment in agricultural and water management infrastructure such as production areas, irrigation needs, drinking water requirements etc.;
  • Experience in participatory community development, organizing technical training and training of trainers;
  • Experience providing training and working with local communities;
  • Good English language skills (speaking, writing and reading);
  • Computer literacy in MS Office, Access and Engineering Software such as AutoCAD, Water CAD, Hydrology Simulation, GIS, STAAD, Sketch up, etc.
  1. Ecosystem Management Officer (Lao National only)

 The minimum qualifications and experience for candidate as follow:

  • Advanced degree in natural resource management, forestry, environmental sciences, climate change adaptation, or a related field;
  • At least 10 years of professional experience in ecosystem management, climate change adaptation, or community-based natural resource projects;
  • Demonstrated experience with EbA approaches (e.g., reforestation, agroforestry, watershed management, NTFP) in Lao PDR;
  • Strong skills in participatory planning, coordination with government institutions, and capacity-building;
  • Demonstrated experience designing and running MEL for natural resource or adaptation programs;
  • Experience working with local communities;
  • Excellent written and spoken Lao and English, knowledge of ethnic languages is an asset.

 The successful consultant will be selected under Individual method in accordance with the procedures set out and the attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017, revised August 2018 and revised November 2020, which can be found at the website: www.worldbank.org/procure.
